Visa on arrival — Indians entering Egypt
Yes — but only for eligible travelers, and with conditions. Not all Indian passport holders qualify for visa on arrival in Egypt. Eligibility is based on holding a valid residency permit or qualifying visa from a specific set of countries.
If you hold a valid and used entry visa or residency from the GCC, UK, USA, Schengen zone, Canada, or Australia, you may be able to obtain your visa stamp at the Egyptian airport on arrival — instead of applying for an eVisa in advance.
However — and this is critical — the visa-on-arrival path does not remove the Letter of Guarantee requirement. Egyptian immigration still requires Indian travelers to have a valid Letter of Guarantee from a licensed Egyptian tourism company, along with airport Meet & Assist on arrival.

The Letter of Guarantee is not the same as a visa. Your visa (eVisa or visa on arrival) grants entry. The Letter of Guarantee is the authorization document from your licensed Egyptian agent.
Egyptian immigration expects a representative from your authorized agent to be physically present at the airport. This is a separate requirement from the visa — and it applies regardless of visa type.
Some carriers check the Letter of Guarantee at departure check-in — before you reach Egypt. This applies to visa-on-arrival travelers too. The Letter must be arranged in advance.
